Education of the Economically Disadvantaged 
 
The Improving America's Schools Act of 1994 reauthorized the Elementary and Secondary Education Act of 1965 (ESEA). Title I of the ESEA is designed to help disadvantaged children meet challenging content and student performance standards. Part A of Title I embraces the following fundamental strategies to address the needs of children served:
 
    
      *A schoolwide focus on improving teaching and learning.
    
 
      *Flexibility at the local level with clear accountability for results.
    
 
      *More focused targeting of resources on the neediest schools.
    
 
      *Stronger partnerships between schools and communities to support the
       achievement of children served.  Parent Involvement is a crucial part of the school improvement and planning process.
 
Title I is the largest single program of federal aid for elementary and secondary education. Using a poverty-based formula, Title I, Part A allocates funds to offset the effects of poverty on the educational opportunities of low-performing children in high-poverty schools in order to enable all students to be able to reach the NCLB goal of “all students” achieving proficiency on state performance standards. The following Hamblen County schools are Title I schoolwide project schools based on the percentage of students qualifying for free or reduced lunch.
 
Schools in Hamblen County with the greatest percentage of students qualifying for free and reduced lunches receive Title I funding.  Nine Hamblen County schools receive Title I funds:
 
 
      *Fairview-Marguerite Elementary
    
 
      *Hillcrest Elementary
    
 
      *John Hay Elementary
    
 
      *Lincoln Heights Elementary
    
 
      *West Elementary
    
 
      *Whitesburg Elementary
    
 
      *Witt Elementary
    
 
      *Lincoln Heights Middle
    
 
      *Meadowview Middle
 
 
Six of our seven Title I elementary schools use Title funding to provide  school level reading and/or math teacher(s). 
 
Title I district-level personnel include:

    • Teresa Ayers, Family-Community Engagement Coordinator
    • Juan Cervantes, Assistant
    • Antonia Lopez, 2nd Language Parent Liaison
    • Lindsey Reel, Secretary 

All of these positions help with accomplishing general district initiatives as well and are partially funded with general funds and serve all schools.
